Final Paper Submission Information



  1. The final paper must be submitted before June 16, 2017.
  2. The final paper must be prepared according to the IEEE Xplore compatible PDF format include the Copyright Notice
  3. Check your final paper through the IEEE PDF eXpress
  4. Upload your final paper to RTCSA submission system.
  5. Submit your IEEE Copyright Form.
  6. The final paper does not exceed the page limits: 10 pages for Full paper, and 6 pages for Short paper, including all figures, tables, and references. A maximum of 2 additional pages per paper is allowed at $200 USD per page, which will be added to the registration fee.
  7. An Author Registration is required for registering a paper, and each paper needs a unique Author Registration. Please follow the Registration page.
  8. All the accepted papers, including Full papers and Short papers, must be presented by the authors in the conference. Failure to do so will result in automatic withdrawal of your paper from the conference proceedings, and will not be included in IEEE Xplore or indexed by EI.

Formatting Instructions 

The paper templates for MS Word and LaTeX can be found via IEEE.

  1. US Letter (8.5in x 11in) page format, two-column, single-space, 10pt.
  2. Do not add page numbers.
  3. The appropriate copyright clearance code notice is to appear on the bottom of the first page of each paper according to the guidelines set forth in the Cataloging/Copyright Instructions for an IEEE Conference Proceeding. Detailed instructions can be found at IEEE Copyright Instructions.

l  For papers in which all authors are employed by the US government, the copyright notice is: U.S. Government work not protected by U.S. copyright

l  For papers in which all authors are employed by a Crown government (UK, Canada, and Australia), the copyright notice is:978-1-5386-1898-1/17/$31.00 ©2017 Crown

l  For papers in which all authors are employed by the European Union, the copyright notice is: 978-1-5386-1898-1/17/$31.00 ©2017 European Union

l  For all other papers the copyright notice is: 978-1-5386-1898-1/17/$31.00 ©2017 IEEE

For inserting the copyright clearance code into your paper:

l  LaTeX: Copy and paste the appropriate piece of code from the following list into your source code file, i.e, just before "\begin{document}" commands in your TeX file (shown below as an example for the fourth case above):

l  MS WORD: The appropriate copyright notice must appear left-aligned, at the bottom of the 1st Column of 1st page ONLY.

IEEE Xplore Compliance 

  1. Go to IEEE PDF eXpress
  2. Click button: “New Users - Click here”.
  3. Enter the following:

l  Conference ID: 41688x.

l  Enter your email address.

l  Choose a password.

  1. Continue to enter information as prompted (An Online confirmation will be displayed and an email confirmation will be sent verifying your account setup).
  2. Upload your PDF file for PDF Checking.
  3. Use PDF eXpress to obtain an IEEE Xplore-compatible PDF file.
  4. Previous users of PDF eXpress need to follow the above steps, but should enter the same password that was used for previous conferences. Verify that your contact information is valid.
  5. Download the PDF file with "certified by IEEE PDF eXpress" from PDF eXpress and upload your paper to the RTCSA submission system.

If you need to contact PDF eXpress Support, access the PDF eXpress Knowledge Base Website. If you do not find an answer in the “Find Answers” tab, go to the “Ask a Question” tab. Your question will be forwarded to IEEE PDF Support and answered within 3 business days.


Final Paper Submission due June 16

After you get an IEEE Xplore-compatible PDF, upload the PDF with "certified by IEEE PDF eXpress" to RTCSA submission system using the submenu “Update file” in the corresponding accepted submission.

IEEE Copyright Form Submission due June 16

All papers that are presented to conference for publication in the official conference proceedings are required by IEEE to sign a release/copyright form. IEEE will send you an email with a link, and the presenter of each paper must fill out and sign a release/copyright form. The information on the release/copyright form and the information at the top of your final paper (title, author list) should match exactly – no variance will be tolerated. Any changes on paper title or author list must be approved by program co-chairs.


At least one author for each accepted paper must register for IEEE RTCSA and attend it. You can register via Conference Registration
